According to the 2017 proposal, nationals of countries outside the EU and EFTA should need a permit to buy an apartment, even if they are resident in Switzerland. And this permit was linked to the condition that the apartment be sold again as soon as the residence in Switzerland was given up. In the proposal, the Federal Council also raised the issue of extending the permit requirement to commercial properties in addition to residential properties and prohibiting foreigners from acquiring real estate shares.
